Amendment in the Nature of a Substitute

 

An amendment in the nature of a substitute is an amendment that would strike a large portion or the entire text of a bill or measure and is replaced with new language.

Example:

The House Committee on Agriculture, Nutrition, and Forestry wanted to alter so much of the Congressman’s bill that it was easier to amend the bill in the nature of a substitution rather than make so many changes to the original bill.
