Hopper
The term hopper refers to the wooden box on the House floor where Members of Congress formally submit bills or resolutions for introduction. The bill or resolution is placed in the box and the submission is recorded by the cloakroom staff.
There is no hopper in use by the Senate. Senators submit their bills and resolutions to the clerk on the Senate floor.
