Nongermane Amendment

 

A nongermane amendment is an amendment that is not relevant (see Germane) to the original subject or purpose of the legislation under consideration.

Example:

 

The congressman was vehemently opposed to nongermane amendments being attached to legislation.  It was his opinion that only relevant amendments should be attached to legislation.  

 

U.S. Senate Definition

 

“An amendment that would add new and different subject matter to, or may be irrelevant to, the bill or other measure it seeks to amend. Senate rules permit nongermane amendments in all but a few specific circumstances.”
