Bill Summary
A bill summary is a brief summary and analysis of a bill that has been formally submitted (see Hopper) by a legislator to the legislature. It is an opinion, that is typically written by permanent staff, to describe the major goals and is intended to be written, in theory, from a nonpartisan perspective.
Example:
The Congressman was impressed by the bill summary written by the Congressional Research Service, however, he did wish that it covered two of the minor provisions that he thought were critical to solving the problems that his legislation sought to address.
